COMMERCIAL MANAGER/SENIOR QS/QS - RAIL DIVISION
To oversee the day-to-day commercial operations within the Rail division on specifically assigned projects and /or framework contracts providing power engineering services to Network Rail, London Underground and other rail network operators within the UK.
Skills: Experience of working in the rail industry, preferably engaged on Network Rail contracts. A basic understanding of the of the installation of the rail HV systems. A knowledge of NR and NEC contracts. Methodical way of thinking. Good knowledge of construction. Excellent problem solving skills. Good financial and numeracy management skills. Excellent communication and negotiating skills. The ability to absorb complex information and assess requirements readily. Computer literate. A clear understanding of HSE building regulations and legal guidelines. Trustworthiness and discretion when handling confidential information. Self-motivated but able to work as part of a team.
Qualifications: Degree or HNC in Quantity Surveying or equivalent. Minimum 5 years experience in similar position, preferably in the Rail sector. Competent in use of MS Word, Excel, Project, PowerPoint and Office Outlook.
Responsibility for the day to day running of the commercial and contract administration of specifically assigned rail projects and/or Framework contracts. These projects typically range from contract values ranging from £500k to £10m.
The responsibilities start from the onset of any project which includes but not limited to the following
(ii) Cost modeling which means preparation of cost estimates, budgets, cost planning, monitoring and control cost, as well as cost research.
(iii) Tender Submissions which include preparing, negotiating and analyzing costs for tenders, review of terms and conditions, clarifying tenders preparing subcontract tender packages if required, evaluate subcontract responses
(iv) Contract administration through preparation of monthly valuations, variations control, arranging for payment, contract administration and preparation and assessment of claims and the commercial management of sub-contracts
(v) Cost reporting which will include preparing monthly reports analyzing cost v value
The role of the senior Quantity Surveyor is to work with the project manager to manage cost effectiveness from the initial stages of the project to the final costs. This will include responsibility to minimize the costs of the project and enhance value for money whilst working with the team to ensure that the project meets all legal and quality assurance requirements
" Assistance with the compilation and submission of Pre-qualification questionnaires
" Attendance at company and external Contract Handover, Progress Review and Operational meetings
" Ownership of assigned Contracts, responsible for ensuring Contract administration in accordance with the company Integrated Management System (IMS) and Contract Terms & Conditions
" Determining contract strategy and preparing documentation to procure sub contracts, negotiating these contracts, certifying payments due via these contracts and dealing with final accounts.
" Responsibility for preparing and agreeing monthly applications for payment and submitting to Client.
" Identifying contract change and preparing and agreeing the change account with the Client
" Compilation of program of works (where necessary to assist the Project Team)
" Site visits and progress review meetings as required
" Commercial support to Project Managers and Construction Managers.
" Participation in delivery of presentations on specific areas of bids / new business initiatives
" Identifying opportunities for introduction of new innovations and industry products
" To promote the services of the Company whilst carrying out your duties to assist in creating new business
" Proactive problem solving.
" Maintain an up to date understanding of technical, contractual and commercial developments.
" Manage or undertake other activities or tasks as may be deemed necessary to meet ongoing or changing needs of the business
